FAR Compliance with FFATA Reporting

In April, the U.S. government-owned System for Award Management (SAM) system was modified to use Unique Entity Identifier (UEI) as its primary entity identifier, as opposed to Dun & Bradstreet’s (D&B) D-U-N-S® numbers. The UEI is now required for companies conducting business directly with the U.S. government. Although it is not a requirement for subcontractors to have a UEI, it is a requirement for government reporting purposes.

To ensure we are compliant with Federal Acquisition Regulations (FAR) associated with Federal Funding Accountability and Transparency Act (FFATA) reporting (FAR 52.204-10), specifically our obligation to report to the public on government subawards Lockheed Martin has released certain companies, you may be required to take immediate action to register for and obtain a UEI at SAM.gov.

With this change, it is important to note:

  • The DUNS number was replaced with a UEI in the U.S. Government systems such as SAM.gov and those used for Federal Funding Accountability and Transparency Act (FFATA) reporting.
  • Both DUNS number UEI remain unique to a specific physical address. Lockheed Martin cannot apply a UEI for a single location to multiple DUNS numbers and locations.
  • If you do not contract direct with the U.S. Government (e.g., as a sub-awardee) and have a need to complete the registration process to obtain one or more UEI’s then you would not need to complete a registration and can instead just obtain a Unique Entity ID for the DUNS identified. Far less information is required.
  • The DUNS number remains critical to Lockheed Martin business processes and continues to be a key attribute for all supplier onboarding and registration.
